Sydney's exclusive Wenona girls school has postponed trial HSC exams and offered counselling
to students after a hoax bomb was strapped to a student's neck yesterday.

Principal Dr BRIONY SCOTT has advised students not to speak to media and to stay clear
of social networking sites.

In a statement posted on the school's website, Dr SCOTT says the Year 12 Trial HSC
exams scheduled for today and tomorrow have been postponed.

18-year-old MADELEINE PULVER'S 10-hour ordeal began around 2.30pm when police were
told a masked man had broken into her Mosman home, on Sydney's lower north shore and a
fake bomb attached to her neck.

Detectives are still waiting to formally interview the teenager.

Meanwhile, officers from the Public Order and Riot Squad are conducting a line-search
of the lower end of Burrawong Avenue and nearby streets remain cordoned off.

Pakistan successfully test fired a long-range, nuclear-capable ballistic missile yesterday, the military said, in the first missile test under a new government installed last month. "The missile Hatf-VI (Shaheen-2) has a range of 2,000km and can carry both nuclear and conventional warheads," the military said.

Prime Minister Yousaf Raza Gilani watched the test of the surface-to-surface missile and congratulated engineers and scientists for achieving an "important milestone" in Pakistan's quest for sustaining strategic balance in South Asia. Nuclear-armed Pakistan and India routinely carry out missile tests despite a peace process launched in 2004.

The South Asian neighbours, who conducted tit-for-tat nuclear weapons tests in 1998, inform each other of missile tests in advance. The military cited Gilani as saying the missile and nuclear programme enjoyed complete national consensus and would continue to be consolidated and strengthened. "He made it clear that Pakistan's strategy of credible minimum deterrence is fully in place and is a guarantee of peace in the region," the military said in a statement.

Gilani also gave an assurance that the country's defence needs would remain a high priority with the elected government, the military said.

The Property Council of Australia has welcomed the rail link, saying it will facilitate
growth in population.

The council's NSW executive director Glenn Byres says the council has consistently
urged greater collaboration between the commonwealth and states on large-scale infrastructure
projects.

"The commonwealth's engagement in the delivery of major rail projects like Epping to
Parramatta can help shape the strategic growth of the city," he said.

Mr Byres said he hoped NSW would now embed its commitment of $520 million in its forward
capital plans.

"The Parramatta to Epping project sat outside the 10-year window of the metropolitan
transport plan released earlier this year," he said in a statement.

"NSW needs to move swiftly to build confidence in its ability to deliver the project
by detailing the revenue base for the project and how it will now sit within the budget."

Qld: Easter vigil for death row Aussies

BRISBANE, April 1 AAP - Australians on death row will be recognised at a prayer vigil
on Good Friday in Brisbane.

The service will be held at the home parish of Scott Rush, who's on death row in Indonesia
for trying to smuggle heroin from Bali to Australia in 2005.

Australians Andrew Chan and Myuran Sukumaran are also on death row for the same crime.

Peter Arndt, from the Catholic Justice and Peace Commission, said it's hoped the service
will lift their spirits.

"We're holding the service to show support for people who are facing the death penalty
and just as importantly their families, and to also make a public expression for abolition
of the death penalty," he told AAP.

"We would hope that the state and federal governments continue to commit themselves
to the abolition of the death penalty in Indonesia, and with our other trading partners,
and do everything they can to spare the lives of Scott Rush and the other two on death
row."

Rush's lawyers are preparing an appeal against his death sentence in Indonesia's Supreme Court.

The service will be held at noon (AEST) at the Christ the King Catholic Church in Graceville.

HOUSE LETTER (SYDNEY)

An anonymous letter naming two people as the alleged killers of newsagent MIN LIN and
his family has reportedly been received by the family's lawyer DANIEL SHEEN.

The Daily Telegraph says the two-page letter .. written in English .. was sent to the
lawyer's World Tower offices and immediately passed to police.

The paper quotes a family source as saying the letter details how Mr LIN .. his wife
.. their two sons and Mrs LIN'S sister died .. but says Mr SHEEN has declined to comment.



CHINA AUST (MELBOURNE)

Australia's ambassador to China has flown to Canberra for top-level crisis meetings
over the strained ties between Canberra and Beijing.

Fairfax newspapers say ambassador GEOFF RABY arrived in Canberra yesterday for what
an official called emergency meetings .. although the foreign affairs department says
the meetings are routine.

While Chinese state media has said little about the 50 billion Gorgon gas deal .. an
editorial in the China Daily newspaper claims Australia's sinophobic politicians are leading
an anti-China chorus.

It also accuses Australia of siding with a terrorist after the visit of activist REBIYA KADEER.



IRAQ (BAGHDAD)

US defence officials say plans to withdraw American forces from Iraq over the next
two years remain in place despite a wave of bombings in Baghdad.

Devastating attacks across Baghdad have killed at least 95 people in the worst day
of carnage to hit the Iraqi capital in 18 months.

It's also been the bloodiest day since US troops pulled out of the country's cities.



ASIO (SYDNEY)

The duties of the nation's ASIO spy agency could reportedly be expanded to focus on
law enforcement and border security in a move towards an FBI-style agency.

The Sydney Morning Herald says senior members of Australian Security Intelligence Organisation
are understood to be considering expanding the agency's threat list.

The paper says ASIO's activities could be expanded to include organised crime and border
security as well as national security threats.



FLU AUST (MELBOURNE)

Pregnant women .. health workers and the chronically ill will be given the first of
millions of swine flu vaccinations to be available within weeks.

News Limited newspapers say the federal government is about to take delivery of two
million doses of swine flu vaccine by the end of the week.

It has ordered 21 million doses in all .. enough to vaccinate every Australian.

News Limited says if Australia's chief medical officer approves of the mass vaccination
.. doses of the vaccine will be available from September 7.



RENT (BRISBANE)

Relief may be in sight for renters who have been hit in the hip pocket by skyrocketing
rents over the past few years.

New stats say there's been a small decrease in rental rates across Australia's capital
cities over the June quarter .. suggesting rental yields may have hit their peak.

Leading property statistics agency RP Data says weekly house rents fell by 3.5 per
cent nationally over the June quarter .. while unit rents dropped 0.6 per cent.

The government is standing by the firm excavating a mass grave of World War One diggers
amid fears that methods used on site could result in the 300 soldiers' remains being mixed
up.

Defence Personnel Minister GREG COMBET says the government is satisfied the project
is being conducted in a professional and dignified manner.

An independent archaeologist has strongly criticised the methods used to retrieve the remains.

The Victorian government continues to hold a convincing lead over the opposition in
the latest Newspoll.

A new report shows demand for crisis accommodation and charity food handouts has risen
by 50 per cent due to the economic downturn.

The study commissioned by the federal government found two-thirds of charities are
seeing demand for their services increase.

Housing and Community Services Minister JENNY MACKLIN says the government will allocate
an extra 80 million dollars for emergency relief accommodation.



VACCINE (SYDNEY)

A visiting autism expert will give the keynote address at the Asia Pacific Autism Conference
in Sydney today .. to warn parents NOT to stop children's vaccinations.

Internationally renowned epidemiologist ERIC FOMBONNE says the disorder is commonly
and erroneously linked to childhood vaccines.

He says parents are placing their children at unnecessary risk if they opt out of vaccines
which offer protection against diseases like measles and polio.

A Tunisian health official says a woman's claim of being pregnant with 12 babies is a big farce.

The official says he believes the 30-year-old woman claiming to be expecting six boys
and six girls has a mental problem.

Authorities say the woman has again refused to undergo medical tests .. there are no
medical records of her pregnancy in the city hospital in Gafsa.

MELBOURNE, April 9 AAP - A Melbourne woman facing new charges of stalking an American
Idol contestant over the internet has been refused bail.

Tanya Maree Quattrocchi, 23, who was sent to trial last year on charges of stalking
singer Diana DeGarmo, was arrested again earlier this year and faces six new counts, the
Melbourne Magistrates' Court has heard.

The charges relate to stalking the singer, her mother Brenda and the Tennessee star's
housemate, model Donielle Morris, between last May and January this year.

Police allege Quattrocchi interfered with DeGarmo's emails and MySpace account and
sent electronic messages to the young star.

It is also alleged Quattrocchi accessed DeGarmo's MySpace account from a city internet
cafe 700 times over an eight-month period.

Quattrocchi, of Oak Park, has been in custody since January.

Her application for bail on Thursday was opposed by police acting Senior Sergeant Graham Banks.

He said Quattrocchi's victims felt they had endured a non-stop, three-year attack.

Sen Sgt Banks said Quattrocchi was at risk of committing further offences while on
bail and interfering with witnesses.

Quattrocchi's mother Lina Quattrocchi told the court she would stop working and look
after her daughter 24 hours a day if she was granted bail.

Ms Quattrocchi said she would ensure her daughter did not access the internet or leave
the house to visit internet cafes.

"Tanya is not a bad person, she might have made a stupid mistake and I want to help
her," she said.

"I can't see her surviving prison life. She just doesn't fit in there."

Deputy chief magistrate Dan Muling said it was clear Quattrocchi had an intellectual
deficit that required treatment.

But he said despite the selfless offer from Quattrocchi's mother to care for her daughter,
the risk of reoffending was too great for Quattrocchi to be released on bail.

Quattrocchi was remanded in custody until her next court appearance on May 11.

DeGarmo was runner-up in the third series of the reality television show and has since
released an album titled Blue Skies.

She has also appeared on Broadway in a production of Hairspray.

A Chinese student accused of murdering a Sydney taxi driver will face a mental fitness
hearing in February.

In the NSW Supreme Court .. Justice GRAHAM BARR's been told there's an agreement between
the crown and the defence that XINFEI GU is unfit to face trial.

The 22 year old's been charged with murdering 67 year old ROBERT WOODGER in June 2007.

His bloodied taxi was found abandoned at Eastwood .. in Sydney's north-west .. and
a knife .. a tomahawk and gaffer tape were found inside.

The fitness hearing has been listed for February 6.

MELBOURNE, Aug 2 AAP - Melbourne's poor are continuing to battle problem gambling,
a new report has revealed.

A Monash University study has found problem gamblers accounted for almost half of the
record $2.6 billion lost on Victorian poker machines in the last financial year.

Details of the study, reported in The Age, show 1.6 per cent of Victorians, or 63,700
people, are problem gamblers.

It says people living in disadvantaged areas experience both greater losses per adult
and higher rates of problem gambling in a systematic way.

"It is clear that much further action is required by government to address the entrenchment
of disadvantage indicated by the data," the study says.

The City of Dandenong, in Melbourne's outer south-east, has the highest percentage
of problem gamblers who lost $62 million on pokies last financial year. The municipalities
of Maribyrnong and Brimbank, both in Melbourne's north-west, were in second and third
place.

The state government has previously said it was winning the battle against gambling
addiction, with Premier John Brumby saying problem gambling was falling in Victoria.

Fed: Downer says no regrets over Hicks case

SYDNEY, Dec 30 AAP - Former foreign minister Alexander Downer says he has no regrets
over the way the Howard government handled the case of confessed terrorism supporter David
Hicks.

While Mr Downer conceded the US government had mishandled the Hicks case, he had no
regrets about the actions of the former Australian federal government, ABC reported.

"I have no regrets about what we've done in relation to Hicks," Mr Downer told ABC television.

He described Hicks' acts as evil and treacherous.

"Well, I think what he did was evil. It was an act of real treachery to take up arms
against the coalition in Afghanistan, to train with al-Qaeda."

Hicks remains in hiding at a secret location in Adelaide following his release from
jail yesterday.

He was freed from custody for the first time in more than six years after completing
a sentence struck in a plea bargain with the US military commission.

The 32-year-old father of two is now subject to a control order that involves a night-time
curfew, restricted use of phones and the internet, and a requirement to report to police
three times a week.

The control order has been criticised by some groups, including Amnesty International,
but Mr Downer said he supported the order.

"I think it'd be reckless to ignore his history," he said.

Hicks' guilty plea in March to a charge of providing material support for terrorism
was trumpeted by US President George W Bush's administration as a significant milestone
in America's war on terror.

The Australian's conviction was the first under the president's new Military Commission
Act and was America's first war crimes conviction since World War II.

SYDNEY, Aug 22 AAP - An incoming US Democratic president would look to Australia to
keep it's troops in Iraq as long as possible, say advisers to the leading candidates
Hillary Clinton and Barrack Obama.

Australian military help would also be welcomed by a Democratic administration.

Michele Flournoy, who was a defence strategist in former president Bill Clinton's administration
and has advised Hilary Clinton - the current frontrunner for the party's presidential
nomination in 2008 - said a Democratic administration would welcome help in training Iraqi
troops in riskier deployments than their current duties.

Ms Flournoy, the president of the Centre for a New American Security in Washington,
has told Fairfax that "any Democrat president will see Australia as an indispensable ally
in the Asia-Pacific and even more so globally".

She said of the Iraq venture: "A Democrat administration would want Australia to stay
as long as it could manage to do so, stay by our side".

Susan Rice, an informal adviser to Senator Obama on foreign policy, called for Australia
to stand with the US in its efforts around the world.

"Australia is a strong, longstanding and highly valued ally, Dr Rice, a former former
Clinton staffer, said.

"I kinda wish Australia would look at the world from a less Asia-centric point of view.

"We may have to ask for more help (from Australia) but I hope it won't be going to
war - it will be in other ways."

The Remora was being operated by two men working for civilian diving contractor Cal
Dive International.

It was undergoing its twice yearly safety certification test with the Australian navy
when the cable broke.

The two men had been stranded for almost 13 hours.

The pod has now failed the navy's certification test .. meaning if there's an accident
on navy submarines .. help will have to be sought from Singapore or the United States.

MELBOURNE, April 29 AAP - Australia has its own entertainment walk of fame modelled
on the original in Hollywood, after the nation's top 100 performers during the past century
were unveiled in Melbourne tonight.

The list includes early stars like Dame Nellie Melba through to Kylie Minogue and Nicole Kidman.

Big names in Australia's entertainment industry were at tonight's event including Jack
Thompson, Kamahl, Barry Crocker and Smoky Dawson.

Modelled after the Hollywood Walk of Fame, Melbourne's Walk of Stars currently includes
only three names - John Farnham, Graham Kennedy and Dame Edna Everage, but the full 100
are to be added during the next few weeks.

The walk is in the Docklands precinct at the new Waterfront City development.

The list of entertainers was put together for the Variety charity and honours people
that were judged Australia's best by John-Michael Howson, Val Jellay, Patti Newton, Peter
Ford, Jim Murphy, Mike McColl Jones and Frank Van Straten.

Kellie Shaw from Variety said it was hoped many of the entertainers would eventually
add their handprints and signatures to stars embedded into the pavement that will be dotted
throughout Waterfront City.

She said the number of stars on the pavement would be added to in coming years as new
talent arose.

Entertainment icon John-Michael Howson said it was tough to reduce the list of Australian
stars down to only 100.

"It was painful, I can tell you. At times you thought `Oh god, what are we doing to
this person?'," he said.

He said judges could have had a list of 500 names had they wanted to, and he thought
performers like Graham Kennedy, who died last year, would be immortalised by the tribute.

Howson said he hoped the walk would increase the profile of the performing arts in Australia
and become a tourist drawcard.

The list of entertainers to be initially honoured by the stars in coming weeks also
includes those born overseas, like Kamahl, Don Lane and Russell Crowe, who had a big impact
in the theatre, films or on television.

At tonight's unveiling of the stars, a mosaic with the names of all the first 100 names
was also revealed along with statues of five of the biggest names in Australian showbiz
- Graham Kennedy, John Farnham, Dame Nellie Melba, Dame Edna Everage and Kylie Minogue.

Noeline Brown, who unveiled Graham Kennedy's statue, said given Kennedy had no gravesite
the statue would be somewhere people could remember him.

"I think he would make a whole lot of jokes about it but secretly he would be very
pleased," Brown said.

She said the Walk of Stars was a really good idea.

"We forget that our heroes are not all sports stars," Brown said.

Fed: Nationals demand bigger say in joint party room decisions

The Nationals will be pushing for a bigger say in joint party room decisions with the
Liberal Party .. following crisis talks in Sydney yesterday.

Federal Nationals met to nut out a response to the shock defection of Senator JULIAN
McGAURAN to the Liberal Party.

Nationals leader MARK VAILE is promising to stand up for Nationals voters.

They'll take more credit for coalition policies which benefit the bush .. and outline
their own policies on issues such as tax reform and infrastructure .. to differentiate
themselves from the Liberals.

The Nationals will also stand candidates against the Liberals in new or redistributed
seats .. and in seats held by retiring Liberal MPs.

Nationals president DAVID RUSSELL says he hopes one of the outcomes of the last week's
debacle will be improved joint party room processes.

Despite all of that .. Labor says the Nationals are history.

NSW: Pilot missing after light plane crash off Sydney beach

A light plane has crashed off Sydney's northern beaches and the pilot is missing.

The single-engine plane was performing aerobatics about 300 metres off Turimetta Beach,
between Warriewood and Narrabeen, when it plunged into seven metres of water about 12.30
(AEST) this afternoon.

Water police located the wreckage of the plane but have been unable to find the pilot.

NSW: Man to appear in court over assault of 65-year-old woman

SYDNEY, April 22 AAP - A 43-year-old man is due to appear in a Sydney court today over
the alleged bashing of a 65-year-old woman.

Police were called to a Bronte home, on Sydney's eastern beaches, earlier this week
following reports the woman had been kicked and punched to the face and body.

The woman is in hospital being treated for head and facial injuries.

The man was arrested by police about 1pm (AEST) yesterday after being spotted by a
member of the public as he walked with his 84-year-old mother along a Darlinghurst street,
in inner-city Sydney, police said.

He was charged at Waverley police station with maliciously inflicting grievous bodily
harm, aggravated robbery and assault occasioning actual bodily harm.

He was refused bail and will appear in waverley Local Court today.

Vic: Huge cruise ship docks in Melbourne

One of the largest cruise ships to ever visit Melbourne has docked at Port Melbourne
this morning.

The Sapphire Princess is as big as 300 jumbo jets and is two and a half times bigger
than the Titanic.

It is also 120 metres longer than the Melbourne Cricket Ground.

The 160,000 tonne vessel arrived at Port Melbourne's Station Pier about 7am (AEDT)
and will sail to Hobart at 6pm.

It will carry 22,000 passengers, including 4,500 Australians, on eight cruises between
Australia and New Zealand over three months.

The 18-storey vessel can carry 3,800 passengers and crew each journey and has a mini
golf course, 13 bars and a wedding chapel.

P&O Cruises' United States sister company, Princess Cruises, operates the ship.

The company says that each time the Sapphire Princess visits Melbourne it will generate
$500,000 for the local economy through passenger spending and port fees.

The ship will dock in Melbourne again on January 16th.

ABIX via COMTEX) -- The Australian Taxation Commissioner, Michael Carmody, says lodgement of taxation returns via the Internet will speed refunds to taxpayers. Carmody says the goal for the electronic lodgement system is the processing of returns and payment of refunds within 24 hours. It is expected the system will be in place within 18 months, improving the current 14-day refund turnaround time for Internet lodgements. For returns processed in a paper format, it takes the taxation office 42 days to send refunds. In addition, Carmody revealed that paperwork requirements for truck owners claiming diesel fuel rebates would be eased, a move welcomed by the Australian Trucking Association.

ISES Corporation (OTCBB:WHTE), a leading provider of graphical user interfaces and software for consumer electronics, today announces their content demonstration with Canal+ Technologies' MediaHighway(R), a digital set-top box middleware and "virtual machine" environment that drives an extensive range of interactive and multimedia applications, at the National Association of Broadcasters conference (NAB2000) being held April 10-13, 2000 at the Las Vegas Convention Center. The demonstration showcases ISES graphical user interfaces, applications and games written for MediaHighway middleware using the Java programming language.

Buttoned-Down Riggs Takes Plunge into Tech Financing.(Riggs National Corp.)

Riggs National Corp.-long regarded as a conservative lender-is taking a gamble on high technology.

The District of Columbia banking company is starting a $100 million venture capital fund that will help finance technology firms. It is funding the venture, Riggs Capital Partners, with proceeds from a $200 million sale of trust-preferred securities.

Securities and Exchange Commission rules prohibit Riggs from discussing the venture until the offering is completed.

But one venture capitalist familiar with Riggs' strategy said the move is wise. The venture not only holds promise of solid returns, said Reid Miles, a partner at Blue Water Capital in McLean, Va., but also lets Riggs get its foot in the door of many local software, telecommunications, and biotech companies.

"Investing in venture capital funds is an ideal way to provide traditional banking services to technology companies," Mr. Miles said.

Among small banking companies, only Silicon Valley Bancshares in Santa Clara, Calif., and Imperial Bancorp in Los Angeles have really made names for themselves in technology financing.

But other lenders, such as Progress Financial Corp. in Blue Bell, Pa., are looking to build reputations as tech lenders-though in less traditional ways.

Instead of making direct loans, $5.5 billion-asset Riggs and Progress are sharing the risk with other financiers by investing in venture funds.

Progress, a unitary thrift holding company with $665 million of assets, manages a $10 million venture fund and is in the midst of raising money for a $35 million fund.

To be called the NewSpring Venture Fund, it is intended to make $1 million to $5 million investments in new companies that have produced revenue but have yet to turn a profit. The fund is to be launched this fall.

"We expect the NewSpring Fund to generate a 25% return per year," said W. Kirk Wycoff, chairman and chief executive officer at Progress. "It's become a successful business for us."

One perk Progress gains from investing in venture funds is warrant income. As payment for taking a risk on money-losing new companies, Progress gets warrants that it can later convert into stock.

For instance, Progress has 68,400 warrants for shares of VerticalNet Inc. of Horsham, Pa., whose stock soared 184% on its first day of trading in February. Progress can legally convert those warrants to shares at exercise prices ranging from 76 cents to $16 per share next month.

Bank financing makes up just a fraction of the overall investment in U.S. technology companies. According to Venture Economics Information Services in Newark, N.J., banks and other financial services firms accounted for just 7% of the more than $12.7 billion invested in telecommunications, biotech, and computer-related industries last year.

Still, their interest in high-tech companies is growing. Last year, direct and indirect investments in this category by financial services firms totaled $888.3 million, according to Venture Economics, up 59% from 1996.

Despite the risks associated with high-tech financing, bankers say it is a business they simply cannot ignore.

Last month, the Commerce Department reported that technology contributed to more than one-third of the nation's total economic output from 1995 to 1998. A University of Texas study concluded that the Internet generated revenues of $301 billion in 1998.

"As a bank, you have to take a serious look to see how you can help those companies," said Geoff Gregory, senior vice president at Webster Financial Corp.

Webster, a $9.3 billion-asset company in Waterbury, Conn., has yet to take the plunge into tech financing. But it does offer cash management and other services to emerging tech companies through the Connecticut Technology Council, a networking group.

Of course, some banks see no reason to wait. Los Angeles-based City National Bank made a commitment to the business two years ago and now makes direct loans to a wide range of new companies.

The technology division now ranks as one of the fastest-growing units at the $6.3 billion-asset bank, said Robert H. Brant, executive vice president.

"We realized that 30% to 40% of the middle-market business in Southern California was related to technology," said Mr. Brant. "We couldn't forgo that large portion of the market."
